Delivering 21st Century Public Services: The 2019 Public Sector Innovation Award

For the 10th consecutive year, the European Centre for Government Transformation offered the opportunity to 12 College of Europe students to embark on a special journey.
After being competitively selected, the students were divided into three teams and started to deep dive into the public sector agency challenge they would be analysing throughout the academic year. The three teams went on a site visit to better grasp the reality of the public administration they were working with. In February 2019, they presented the first conclusions on their case studies to the Government Executive Innovation Circle, a European Centre for Government Transformation-based community of top European civil servants, chaired by Gertrud Ingestad, director-general for informatics at the European Commission.
In 2019, the three public sector administration which took part in the project were the Ministry of Finance (department of public sector and ICT) in Finland; the Norwegian Labour and Welfare Administration (NAV) and the Department of Employment Affairs and Social Protection of Ireland.
In the end, The 2019 Public Sector Innovation Award was given to the Team Ireland, who worked on designing a catch-all activation support service, focused on assisting people with multiple barriers to employment.
